Linstock Communications has been brought in for a summer-long project by the Motor Insurers' Bureau (MIB), after car insurance regulations were tightened up in June 2011.
The agency will focus on the West Midlands and West Yorkshire, which have the worst records for uninsured driving in England and Wales.
Founding director of Linstock Communications Jon Bennett will lead the project and report to MIB head of comms Shavaun Glen.
Bennett said: 'An important part of the work is to make sure the diverse communities of West Yorkshire and the West Midlands - many people in these areas are of Asian heritage - have been given the right opportunities to understand the laws on car insurance and the penalties for driving uninsured.'
Recent media reports reveal that 1.2 million drivers remain uninsured in England and Wales one year after the law change.
